Apprehended by Saskatchewan Social Services in 1992, Cecilia Elizabeth Best is the quintessential Millennial as the Sixties Scoop court case ended in 1991. Proud, non-status, prairie Metis through their maternal line with an outlier Vietnamese birth father, this Millennial Scoop survivor has always known their racial identity regardless of federal band recognition. Unfortunately, all status card opportunities exclude this racialized Indigenous artist. For example, OSAP repayment forced this 7th year PhD student to drop out in April 2025 even with four dissertation drafts completed. Every pin sale supports this Scoop Survivor’s goal of paying off $64,000 in Ontario Student Loans (OSAP). Their monthly repayment is $560 for 10 years starting November 2025.
